Why CC BY and not a software license¶
This is a governance and policy document, not code, so a permissive documentation license (CC BY) fits better than an MIT/Apache-style software license. If your organization forks this and adds tooling (e.g., a script that checks a counterparty list against a Reference Panel API), consider dual-licensing: CC BY 4.0 for the framework text, and a standard open-source license (MIT, Apache 2.0) for any code.
